The United Kingdom and the United States have hammered out a landmark bilateral deal that will keep no duties on UK pharmaceutical exports being sold in the US market.

The Terms of the Pact

As part of the deal, the UK has agreed to raise spending on drugs through the public health system. This move secures that duties on these vital exports will be held at zero for a period of 36 months.

This agreement is in response to previous threats to dramatically increase import taxes on patented pharmaceutical imports, with figures mentioned as high as double the cost.

"This deal with the United Kingdom strengthens the global environment for cutting-edge drugs and introduces long-overdue fairness to transatlantic pharmaceutical trade," an announcement declared.

Trade Impact

Pharmaceuticals represent one of the Britain's biggest exports to the United States, which is clearly the biggest destination for leading UK drugmakers.

Export figures indicate that in the year to the end of last September, the UK sold pharmaceutical products worth over eleven billion pounds to the US. This figure represented 17.4% of total UK exports in that span.

"This deal safeguards jobs, increases funding and sets the stage for the UK to become a worldwide center for biotech and pharma," a minister remarked.

Key British Pledges

The pact involves several notable commitments from the UK:

  • Revised Affordability Limit: The UK will lift the affordability limit at which it judges new treatments to be unaffordable by 25%.
  • Increased NHS Spending: There is a goal to double overall public funding on medicines from 0.3% of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Rebate Cap: The percentage pharmaceutical firms must pay back to the NHS to control costs will be capped at fifteen percent. Last year, repayments were more than 20%.

Recent Tensions

The pact takes place against a ongoing tension between the sector and the ministers over drug pricing and approval rates.

The disagreement were exacerbated by claims that US consumers were charged a premium for the equivalent treatments than patients in the other developed nations.

Recently, several major pharmaceutical investments in the UK have been paused or abandoned, while substantial expansions have been announced toward American operations.

One official stated that the NHS must invest a greater share on drugs, noting that its expenditure on drugs had shrunk as a proportion of its total funding over the previous ten-year period.
